The European Union, through Horizon Europe, has launched a call aimed at revolutionising the packaging industry. The focus lies on circular economy, sustainable development, and, in particular, fibre-based packaging.
This initiative is part of the EU’s broader strategy to reduce the environmental impact of packaging, especially fossil-based plastics, and to promote more circular alternatives. Currently, over 40% of plastic produced globally is used for packaging, yet recycling rates remain very low. In contrast, fibre-based packaging already accounts for 40% of packaging materials in the EU and benefits from well-established recycling pathways.
The main objective is to scale up innovative fibre-based packaging production technologies that improve or introduce new functional properties. The aim is to develop solutions that enable the sustainable and cost-competitive manufacture of these materials, replacing current non-circular alternatives.
Proposals must demonstrate the application of these materials in final products (primary, secondary or tertiary packaging) and ensure they meet market requirements. The use of bio-based additives or coatings is permitted, provided they do not compromise the intended end-of-life pathway.
A core pillar of the call is design for circularity, promoting recyclability, reusability, and remanufacturing. In addition, projects must:

Consider user/consumer perception and behaviour throughout the product’s life cycle.

Apply the European Commission’s Safe-and-Sustainable-by-Design framework to ensure safety and sustainability from the outset.

Guarantee regulatory compliance and product safety.

Contribute to the creation of direct and indirect employment at local and regional levels.
